Job Description
Santa Monica is a beachside city of 8.3 square miles on the west side of Los Angeles County. The Rent Control Board (RCB) consists of five commissioners who are elected at large to serve staggered four-year terms. Santa Monica Rent Control was adopted by the voters in April 1979 in response to a shortage of housing units, low vacancy rates, and rapidly rising rents. The law was intended to alleviate the housing shortage and to ensure that owners received no more than a fair return. The Rent Control Administrator (Executive Director) provides leadership and strategies in directing and implementing goals, objectives, policies, and procedures established by the Rent Control Board; and proactively identifies areas for improvements in program design and implementation. The Rent Control Board is seeking a passionate, collaborative, and enthusiastic candidate to serve as the next Rent Control Administrator. The ideal candidate is forward-facing and fair with excellent negotiation and listening skills. The successful candidate will be service oriented and transparent, offering outstanding communication to other departments, the City, the Board, and the public. A politically astute, respectful, and compassionate leader is desired.

Qualified candidates possess a Bachelor’s degree from an accredited college or university, or equivalent, in Urban Planning, Business Administration, Public Administration, Economics, Political Science, or a related field. A Master’s degree in a closely related field or a law degree is highly desirable. Significant years of recent, paid, progressively responsible experience involving policy and program development, administration, and budget management in a public sector government or non-profit housing related program is required. Three (3) years must include the management and supervision of a team of other professionals. Work experience implementing and/or managing rent-stabilization/control programs (working with tenants, apartment owners, code enforcement, policy issues related to housing) is highly desirable.

The annual salary range for the Rent Control Administrator (Executive Director) is $200,902 to $248,028. Placement within this range is dependent on qualifications and experience. A $625 per month contribution to a 401(a) plan is required (deferred compensation benefit rolled into salary). The Rent Control Agency also offers an outstanding benefits package.
