DEPUTY CITY ATTORNEY I/II

Salary: Deputy City Attorney I

$109,439 - $133,024 Annually

$9,120 - $11,085 Monthly

Deputy City Attorney II

$136,269 - $165,636 Annually

$11,355 - $13,803 Monthly

Are you a skilled attorney? Do you possess a strong work ethic? Do you excel as a collaborative team-player? You may be the next Deputy City Attorney I/II for the City of East Palo Alto. The Deputy City Attorney I/II performs various professional legal services and provides assistance and advice to all City departments, City Council, and various boards, committees, and commissions as assigned. The incumbent will represent the City in municipal law matters and perform related work as assigned. 

The Deputy City Attorney II differs from the level I in that it is a full journey-level class in the Deputy City Attorney series that performs the full range of professional legal work in all of the following areas: claims/risk management, public contracts, code enforcement, land use, rent control, public works, and other matters. This level is distinguished from the I level by the performance of the full range of duties as assigned, working more independently, and exercising a higher level of judgment and initiative. Individuals at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. The City may hire at either the I or the II level depending on the skills, certifications, licenses held by candidates in the pool of qualified applicants.

IDEAL CANDIDATE: The ideal candidate will:

  • Be able to adjust quickly to changing priorities and conditions, and establish positive relationships with employees, the public, and other stake holders.
  • Effectively and professionally communicate orally and in writing, with an ability to understand and speak to the concerns of others.
  • Possess considerable or capacity for knowledge of principles and procedures of risk management. 
  • Be familiar with Federal, State, and local laws statutes and ordinances with emphasis on civil, contract, and labor law. 
  • Demonstrate the ability to conduct effective negotiations and effectively represent the City and the department in meetings with governmental agencies, businesses, professionals, and regulatory and legislative organizations. 
  • Be efficient at analyzing problems, identifying alternative solutions, project consequences of proposed actions, and implement recommendations in support of common goals. 
  • Exercise sound independent judgment, tact, discretion, impartiality, diplomatic demeanor and professionalism when providing exemplary customer service.
  • Bilingual is highly desired.

QUALIFICATIONS: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

Deputy City Attorney I:

Education: Equivalent to a Juris Doctorate degree from an accredited school of law, preferably with a specialization or emphasis on municipal law in areas such as labor relations, land use, environmental, and/or administrative law.

Experience: Two (2) years of professional experience in municipal law.

License and Certifications: 

  • Possession of a valid California Class C Driver’s License and a good driving record, at the time of appointment. 
  • Possession of a valid California State Bar License. 

Deputy City Attorney II:

Education: Equivalent to a Juris Doctorate degree from an accredited school of law, preferably with a specialization or emphasis on municipal law in areas such as labor relations, land use, environmental, and/or administrative law.

Experience: Four (4) years of professional experience in municipal law or two (2) years equivalent to a Deputy City Attorney I at the City of East Palo Alto.

License and Certifications: 

  • Possession of a valid California Class C Driver’s License and a good driving record, at the time of appointment. 
  • Possession of a valid California State Bar License. 

BENEFITS:The City of East Palo Alto offers an excellent comprehensive benefits package that includes:

Union Membership: This position is a part of the Management Employee Association.

Health Benefits: For medical coverage, the City contracts with Sutter Health and Kaiser Permanente. The city pays 100% employee only Kaiser Coverage and 65% Dependent Coverage up to the Kaiser Coverage Plan.

Dental insurance: is through Delta Dental. The city pays full cost for employees only.

Vision: Supplemental Insurance with VSP (employee paid)

Long Term Disability:  City paid.

Life Insurance: The City pays for coverage of Basic Term Life:

  • $75,000 Mid-Managers

Retirement: CalPERS Classic Members – 2.5% @ 55 formula Employee pays 8% employee contribution 

CalPERS New Members—2% @ 62 formula Employee pays 7.75% 

* Three (3) year average final compensation.

Sick Leave: 3.7 hours biweekly

Vacation: Accrual ranges from 80 – 200 hours per year based on years of continuous service with the City

Holidays: 13 Paid Holidays per year

Management Leave: up to sixty (60) hours of Management Leave annually for those employees who are exempt from the overtime provisions of the FLSA.

Bi-lingual Pay: Additional $50 / pay period. English/Spanish for qualifying individuals and positions after passing bilingual test.

Deferred Compensation Plan: The City offers an optional 457 Plan through Mission Square.

Employee Assistance Program: The City of East Palo Alto offers an employee assistance program for employees and dependents that provides counseling and other services for dealing with life’s challenges at no cost to the employee. 

Flexible Spending Plan: Voluntary pre-tax employee contributions up to $2,650 for health care expenses and up to $5,000 for dependent care expenses per year.

ABOUT THE CITY: The City of East Palo Alto is a beautiful community located in the heart of the Silicon Valley and is uniquely positioned to maximize its potential as a significant city in the region. Founded by speculators and farmers in 1849, the town was originally named Ravenswood. In 1983 the residents decided to incorporate as East Palo Alto. The population is approximately 28,000 with an area of approximately 2.5 square miles.
